Flood survivors confused on their insurance, damage

As Kerr County and surrounding communities continue assessing the damage from this month’s flooding, a new regional needs assessment is surfacing a less visible crisis: widespread uncertainty about whether survivors’ insurance will cover their losses at all.

The 2026 Hill Country Flood Needs Assessment, conducted by Rebuild Kerr and published on Tableau Public, surveyed more than 1,060 households across the region in the weeks following the July 16 flood. The results paint a picture of a community facing not just physical damage, but deep financial precarity and confusion about the recovery process ahead.
