Housing Recovery

Housing remains the greatest need in Kerr County after the July 4 floods. National disaster recovery frameworks identify safe and stable housing as the foundation for every other part of recovery. Without housing, families cannot return to work, children cannot return to school and communities cannot rebuild.

To meet this need, the Community Foundation has committed $50 million across a comprehensive set of housing programs. Each household works with a disaster case manager to understand its options and choose the pathway that best fits its needs.

Housing Programs

Case Management

Local agencies guide households through recovery and help them access the right programs and services. Case managers are the heart and soul of the recovery effort.

Light on the Hill serves as the lead case management agency for our community. Flood survivors with questions may contact the organization at 830-315-6104.

Temporary Housing

A temporary place to stay gives families the breathing room they need to determine the next right step in their recovery. Individuals can stay in temporary housing at no cost for up to 12 months from their move-in date.

Two flexible options are available for displaced families:

  • Airbnb partnership offering ready-to-use homes while supporting local hosts
  • Traditional leases with rental support plus a $350 monthly utilities stipend

Home Repair and Reconstruction

Partners such as Hunt Preservation Society, Habitat for Humanity Kerr County and All Hands and Hearts repair and rebuild homes for the most vulnerable households. Materials donated through Global Empowerment Mission help extend rebuilding dollars.

Complex Repair Fund

This fund provides a safety net for unexpected construction challenges. It covers unforeseen site conditions and closes repair gaps for the most vulnerable.

Down Payment Assistance

Qualified flood survivors can receive help purchasing a new home through a partnership with the Texas State Affordable Housing Corporation and local lenders.

RV and Mobile Home Replacement

A partnership with Episcopal Relief and Development provides replacement RVs and mobile homes to ensure all types of primary housing are considered in the recovery.

Unmet Needs Fund

This fund supports essential needs not covered elsewhere and helps families move forward in recovery.

How to Get Help

Flood survivors can complete the Rebuild Kerr needs assessment at RebuildKerr.org. A case manager will be assigned to help navigate available housing options, resources and next steps. Survivors who want more information about any of these programs should contact their case manager. Housing Grants To-Date

Of the $50 million committed to housing initiatives in our area, the Housing Fund of the Community Foundation’s Rebuild Kerr effort has granted $17.7 million of that total to 14 nonprofits (as of December 8, 2025). Those grantees are:
  • Airbnb.org for temporary housing
  • All Hands & Hearts for home repair and reconstruction
  • Center Point Alliance for Progress for case management services
  • Connective for disaster response coordination and case management training
  • Endeavors for case management services
  • Episcopal Relief & Development for RV and mobile home repair and replacement
  • First Presbyterian Church for case management services and temporary housing administration
  • Global Empowerment Mission for warehouse management
  • Habitat for Humanity Kerr County for home repair and reconstruction
  • Hunt Preservation Society for home repair and reconstruction and case management
  • Light on the Hill at Mount Wesley to be the lead case management organization
  • Rebuild Kerrville Fund for home repair and reconstruction
  • St. Peter’s Episcopal Church for case management services
  • Texas State Affordable Housing Corporation for down payment assistance
